WORKSHOP ON MAKING A LIST OF ASSISTIVES DEVICES, EQUIPMENT, PRODUCTS AND MATERIALS NEEDED BY PERSONS WITH DISABILITIES TO BE TAX EXEMPTED
Rwanda ratified the Convention on the Rights of Persons with Disabilities and its optional protocol in 2008. Furthermore, the Rwandan Constitution specifically enshrines equality for Persons with Disabilities under Article 11 and the law nº01/2007 dated on January 20, 2007 protecting Persons with Disabilities in general established. For the implementation of law and Convention on the Rights of Persons with Disabilities and different ministerial orders have been established, where we can note Ministerial Order N° 20/18 of 27/7/2009 determining the modalities of classifying Persons with Disabilities into basic categories based on the degree of disability and Ministerial order n°20/19 of 27/7/2009 determining the modalities of facilitating persons with disabilities access to medical care.
One of mandate of National Council of Persons with Disabilities is to conduct advocacy for improvement of life for Persons with Disabilities and their social welfare, the above mentioned Order mentions how PwDs will be facilitated on medical issues.
Up to now the country has a serious problem of lack of assistive devises, equipment’s and products needed and used by Persons with Disabilities. Therefore NCPD with different specialised partners in disability domain have gathered those assistive devices in workshop held at Musanze District from 23rd to 26th August 2016. The final list of assistive device will be sent to to MINECOFIN for tax exemption.
